Richard Oliver

Richard Oliver is the current Senior Investigator for the Anti-Corruption Commission of the Cayman Islands (ACC), and has held this role since 2016, when the Anti-Corruption Law was amended in order to achieve independence of oversight from those defined as ‘public officers’.

In his early career, Richard served as a police officer with the London Metropolitan Police Service (MPS) for nearly 32 years, primarily involved in the investigation of serious and organised crime including International drugs trafficking, robbery and police involved corruption. In his last 10 years in London he served with the MPS’ Anti-Corruption Unit specializing in covert investigative tactics.

Upon retirement from the MPS, in 2008, he was engaged, with others, by the office of the Governor of the Cayman Islands to undertake a ‘scoping’ exercise of allegations of corruption involving current and former members of the Royal Cayman Islands Police Service (RCIPS), a role which subsequently led to his engagement to establish an anti-corruption unit within RCIPS. Under the leadership of the Commissioner of Police of the Cayman Islands, David Baines, who was also appointed the Chairman of the ACC, Richard oversaw all corruption investigations reported to the Commission until his role changed in 2016.
