Alfred Tweneboah FCA is the Director of Regulatory Affairs & Policy at the Cayman Islands Institute of Professional Accountants (CIIPA). CIIPA is designated as a Supervisory Authority under the Cayman Islands Anti-Money Laundering Regulations for firms of accountants conducting relevant financial business as Designated Non-Financial Businesses and Professions (DNFBPs). Alfred leads the development and implementation of CIIPA's regulatory, supervisory and policy framework. His responsibilities include overseeing the Institute's risk-based AML/CFT/CPF supervisory programme, quality assurance reviews, the licensing and registration of practitioners and firms, and the development of regulatory policy, professional standards and guidance. He works closely with Government, regulators and industry stakeholders on legislative and regulatory initiatives affecting the accounting profession and represents CIIPA on national working groups and committees supporting the Cayman Islands' financial services, AML/CFT and international regulatory obligations.

Alfred is a Fellow of the Institute of Chartered Accountants in England and Wales. He began his career with Big Four accounting firms, specialising in the audit of investment management and private equity clients. His experience spans both onshore and offshore financial centres, including London, Bermuda and the Cayman Islands, where he audited regulated investment funds, asset managers and a broad range of financial services entities.

Prior to joining CIIPA, Alfred spent almost five years as a Senior Policy Advisor with the Cayman Islands Ministry of Financial Services and Commerce. In this role, he contributed to a broad range of legislative and policy initiatives supporting the jurisdiction's financial services industry and strengthening the Cayman Islands' AML/CFT framework. Working closely with the Financial Services Legislative Committee (FSLC) and industry stakeholders, he helped develop commercially beneficial legislation designed to enhance the competitiveness of the Cayman Islands as an international financial centre. His responsibilities also included supporting the Department for International Tax Cooperation (DITC) on legislative and policy initiatives to strengthen the Cayman Islands' international tax transparency framework, including measures to facilitate the effective exchange of information and meet the standards of the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes. Alfred played a key role in the jurisdiction's engagement with the Financial Action Task Force (FATF) and the European Union on AML/CFT reforms, contributing to the Cayman Islands' successful removal from the FATF and EU monitoring lists.
